The map is a representation
of 28 States that the Paddlefish is considered indigenous, interjurisdictional
and subsequently illegal to own or purchase without the proper government
permits, accept Hawaii that requires a permit to purchase any fish from
anywhere. Needless to say all the farms happen to be located in these states
and the farmers are shy about selling anything to anyone that does not have
a special government license. All the other states are free to purchase
the paddlefish from farms or private breeders and do what ever they want
with it accept export. This legal protection seems to be a major restriction
to trade within the United States that is probably a bad thing for the fish.
Hawaii my never see another fish because all the dealers I know, will no
longer consider sending any type of fish there. Permits = dead fish = financial
loss. DOA means Department of Agriculture and not dead on arrival. This map
might be good for any fish that is listed under CITES and located within the
Mississippi river system. Please note that the green intersects some states
but is not representative of the entire state. The entire state is subject
to that state's law and not just a small part in green. An example might be
Alabama where it is against the law to catch a paddlefish. Members states
include and the importation, transportation, and possession of paddlefish
without a permit is prohibited in the following states: AL, AR, CO, GA, IL,
IN, IA, KS, KY, LA, MN, MS, MO, MT, NE, NY, NC, ND, PA, OH, OK, SD, TN, TX,
VA, WV, WI, and WY. Please note that Florida has never signed on to this little
club and should never need to. With only 1.5 million fish located in this
very large area then (in my opinion) Florida could easily over take that small
population within the first year. Instead of arresting people for catching
paddlefish in Florida, then we could give them a new high paying job. The
government generally does not know the difference between a farm raised fish
and a wild fish. The farm raised fish belongs to the farmer and the wild fish
belongs to the government. The farmer knows the difference unless he is working
for the government.
